Should an insurance company give you what your car is worth or how much it would take to replacement it?

The insurance adjuster (my car is totaled) says that he is only obligated to give me what my car is worth and he determined that figure was determined by taking a random 30 cars and averaging their prices -- not considering some have been wrecked, etc. My car was in great shape with some extras. Also, should the money awarded include what taxes will cost on my next vehicle as well?

About 2 weeks ago I slipped off an icy road, drove my van into the woods on state land. There was no property damage, this is a very rural area (as in no homes within 5 miles at least). It did take out my rear corner window, crushed my headlights and damaged my hood. I drove right out of the woods afterwards. I was going to do the repairs myself, but found out the window repair would be over $500 and for that price I might as well file a claim and get the rest fixed. Problem with car insurance?

This isn't my car. So sorry if I'm fussy on details. Basically in the snow a car lost control of their car and crashed into my friends car. Which was parked up. They were decent and called their insurance company. Unforcantly there's a problem with the door that needs to be replaced. They said they will give her 600 and she has to cover the rest. Surely it all should be paid by their insurance not just some of it? Her father wants to demand money off the bloke which I don't thinks right. But I wanted to know where they stand on getting money off the insurance. And what advise I can give them. Why pay insurance if they don't give out. Doesn't make sence.
